 Medal of Merit Carabinieri 1st Degree

The medal, issued by the Ministry of Interior, is of a light shiny alloy (quite tinny really) and resembles more a badge.  The center emblem is attached to a suspension in Moldovan tricolors (like Romanian) and the colouring is paint.  The text in the blue field reads "Carbinierir Troops of the Ministry of Interior" and is wrapped around the Moldovan coat of arms (eagle with bull). The text on the red ribbon reds "For Merit" It is reputedly made in Romania.  I am trying to find out how many people received this medal and for what.
