 Tenth Anniversary of Border Guards

I am trying to find out how many people received this medal and for what (I suspect its issued by the State Security service to whom the borders guards reported).  The medal is of a light yellow alloy (quite tinny really) and resembles more a badge.  The green colouring is not enamel but paint and the text in a white field reads "Trupele de Graniceri - Border troops" surrounds the Moldovan coat of arms (eagle with bull) that is transposed over a map of Moldova.  The border marker is in the colours of the Moldovan tricolor (like Romanian).  The suspension states "guarding the border of the motherland". It is reputedly made in Romania.
