This
is quite an unofficial medal made of brass but some still
prowdly wear it. It is a variation of that can be distinguished
by its darker colouring (compare
with). Established by the Presidium of the Congress
of the People's Deputies of the Soviet Union (yes, the "Government"
still exists inspite of the dissolution of the USSR).
Normally issued with document stamped and signed by the President
of the Standing Committee Comrade S. Umalatova (facsimile).
